A Conference looking at international development assistance 40 years after the papal Encyclical Populorum Progressio is taking place this evening at Rome's Pontifical Regina Apostolorum University. Under the sponsorship of the Acton Institute for the Study of Religion and Liberty, the participants are asking whether International Development has failed the poor, in light of the Encyclical's teaching. Michael Miller is Director of Programs at the Acton Institute in Grand Rapids, Michigan, and one of the participants in the event.
